JUPITER — What’s next for one of Jupiter’s last large untouched properties? A developer envisions rows of homes on nearly 60 acres of undeveloped land at Indiantown Road and Interstate 95.

The owner of the land wants DiVosta Homes — the longtime Palm Beach County builder that is part of Pulte Homes — to build residences on the site.

But the developer needs the Town Council’s approval to build homes there, and a Dec. 9 planning board meeting marked a first step toward making that happen. The town council is expected to review plans and the site’s proposed zoning changes on Jan. 20.

“This is the first step in closing the chapter on the longstanding uncertainty with this project,” Zach Ciciera, an agent for the developer, told the planning board. “This promotes a Jupiter-centric project to maintain the fabric of Jupiter.”

Where is the site located?

The site, which town records call Beacon Park, sits at the northeast corner of Indiantown Road and Interstate 95 and near the Rialto and Limestone Creek neighborhoods. It is south of Jupiter Community Park.

Jupiter Christian School wants to build a large new campus near it.

Who owns the land?

Josh Simon, who owns office buildings in the town's Abacoa neighborhood, owns the site. Simon’s company, Crossroads 6101 LLC, bought the property for $11 million in 2016, Palm Beach County property records show.

What was proposed there in the past?

Ciciera said there have been various attempts to develop the site over the past decade, but those plans failed because of pushback from local residents about the traffic they would generate.

There were previously different proposals for a hotel, a retail strip with a restaurant, hospitals and manufacturing services on the land, according to John Sickler, the town’s planning and zoning director.

The previous property owner filed a property rights challenge when he wanted to build a shopping center there. Through mediation, he received a development agreement to allow different uses on the site.

The development agreement extended for 20 years, but the site has still not been developed.

What might be built there?

The site is now intended for industrial use.

The town planning board endorsed using about half of it for single-family homes. Members voted to keep industrial zoning for the other half, hoping it could welcome businesses instead of homes.

The developer would include workforce housing — intended for people in professions such as nursing, public safety and teachers — and would give more details about this when a site plan is reviewed, Ciciera said.

What did the town’s planning board members say?

The property has industrial zoning because the town council wanted to attract “Scripps-type” businesses there, said town attorney Tom Baird, referring to the Wertheim UF Scripps Institute for Biomedical Innovation and Technology campus in Abacoa.

Planning board member Kevin Kirn said he developed biotech research labs in the past, and said that the type of development has collapsed since the COVID-19 pandemic. He supports building homes on the site.

“We need workforce housing," Kirn said. "This seems like something at least we can do to create some more housing in the area that’s affordable.”

Another planning board member said she wants to see Jupiter keep some of the land for businesses, such as banks or daycare centers.
